An interview of Gertrude Herdle Moore and Isabel Herdle conducted 1979 July 27, by Robert F. Brown.
Moore and Herdle discuss the development of the Memorial Art Gallery, Rochester, N.Y. under their father, George Herdle; creation of the first national ceramic exhibition; ethnic art exhibitions in the 1920s; nurturing a balanced acquisition program; and the significance of arts and crafts from the Finger Lakes region of New York state.

Scope and Contents:
The papers of art collector Charles Rand Penney measure 23.1 linear feet and date from 1923 to 1994 with the bulk of the collection dating from 1945 to 1994. The collection consists primarily of Penney's art collection files which include printed materials, correspondence, notes, and photographic materials. Also found within the papers are catalogs from exhibitions that featured artwork from Penney's collection.

Artists of significance represented in Penney's art collection files include Jean Arp, John James Audubon, Milton Avery, Harry Beroia, Alexander Calder, Stuart Davis, Philip Evergood, Emil Ganso, Robert Goodnough, Red Grooms, Edward Hopper, John Marin, Reginald Marsh, Joan Miro, Henry Moore, Louise Nevelson, Isamu Noguchi, Beverly Pepper, George Segal, John Sloan, Theodoros Stamos, Saul Steinberg, and Ulfert Wilke, among many others. Also included are files for artists that participated in theToronto 20 portfolio project in 1965. The files do not include Penney's files relating to Charles Burchfield, Wester New York state artists, or objects from the Arts and Craft movement.

Biographical / Historical:
Charles Rand Penney (1923-2010) was an art collector from Buffalo, New York. He was well known for his collection of art by Western New York artists, but also collected art from Europe, Africa, Oceania, and other regions of the United States. His travels contributed to the eclectic mix of paintings, drawings, sculptures, hooked rugs, quilts, and tribal art found within his art collection.

Penney cited receiving the watercolor Warrior in 1933 from Western New York artist Bob Blair as the beginning of his life as an art collector. Years later, Penney served in World War II, attended law school, and began practicing law in the 1950s. His collections grew quickly during the late 1950s through 1970s. Penney collected over 100,000 works of art during his lifetime, much of it guided by dealers James and Merle Goodman.

In 1963, Penney began donating artwork to the Memorial Art Gallery in Rochester, New York. In total, approximately 400 works of art were donated to the gallery including Big Diamond by David Smith and Beverly Pepper's Vertical Ventaglio (1967-1968). Penney also donated over 1000 works of art to the Burchfield Art Center in Buffalo, New York.

The papers of arts administrator Mildred Baker measure 2.7 linear feet and date from 1882 to 1997, with the bulk of the material dating from 1923 to 1997. Found within the papers are biographical materials; personal and professional correspondence; writings; files related to her work on the WPA Federal Art Project and other institutional art projects; printed material; photographs of Baker; and photographs and papers related to the work of her husband, Jacob Baker, who also administered programs for the WPA.

Biographical materials include birth and award certificates, curriculum vitae, divorce documents, an oral history transcript, and genealogical research and information on Baker's family, including her brother, the composer and bassoonist Adolph Weiss.

Correspondence is primarily with Baker's friends, business associates, researchers, and art institutions discussing personal relationships, research inquiries into the administration of the Federal Art Project, and loans and gifts of artwork to various institutions. The series includes Baker's responses to researcher requests regarding FAP exhibitions, programs, artists, and recollections of her fellow administrators.

Writings by Baker consist of reminiscences, 8 travel diaries, 3 essays, an exhibition catalog introduction, 4 lectures, and miscellaneous notes. Writings by others consist of 4 essays on contemporary art and art administration.

Federal Art Project files include correspondence; artist and exhibition lists; memoranda and general information; reports; speeches; information and photographs related to regional art centers and black artists; printed material; and miscellaneous material related to the Index of American Design, Southern California Art Project, and the Technical Services Laboratory.

General project files include information for 4 exhibitions, including the 1934 First Municipal Art and Salon of America Exhibitions; reports and speeches for the Newark Museum; information on the commissioning of the New Jersey Council on the Arts; and member information from the Woman Pays Club.

Printed material includes clippings, exhibition announcements and catalogs, newsletters, press releases, and a commercial recording of Alice Tully Hall.

Photographs are of Mildred Baker, including photos during her tenure at the Federal Art Project and Newark Museum. There is also a photograph of fellow FAP administrator Audrey McMahon.

Materials related to Jacob Baker include interview recordings and transcripts; personal correspondence with friends and business associates; writings and speeches; information related to Baker's work for the United Federal Workers of America; printed materials; and photographs of Baker.

Biographical / Historical:
Mildred Baker (1905-1998) was an arts administrator who worked in New York City, New York; Newark, New Jersey; and Washington, D.C.

Baker was born in Brooklyn, New York to composer and musician George Weiss and his wife Sophia Soennichsen, whose family were also musicians and writers. In 1925, while enrolled at the University of Rochester, she married the artist Ernest Holzhauer and together they moved to Europe for study and travel. In 1927, they returned to New York where Baker began working in administrative positions for the Van Diemen Galleries and the College Art Association. In 1934, she was hired by Holger Cahill to assist him in organizing Rockefeller Center's Salons of America Exhibition and First Municipal Art Exhibition. After the success of these shows, in 1935, Baker was hired as Cahill's assistant after he was selected to run the Federal Art Project for the Work Projects Administration in Washington, D.C.

While working for the Federal Art Project, Baker was appointed director of exhibitions and surveyed the work of over 100 art centers, organized over 500 traveling exhibitions, and managed the final allocation of artworks created for the FAP. In 1940, Baker divorced Mr. Holzhauer and married Jacob Baker, an economist and WPA administrator, union organizer, and a founder of the left-wing Vanguard Press, in 1947. After overseeing the closing of the Federal Art Project offices in Washington, Baker and her husband moved back to New York and became longtime residents of the Chelsea Hotel. Baker joined the staff of the Newark Museum in 1944, was promoted to assistant director in 1949, and to associate director in charge of exhibitions and programs from 1953 until her retirement in 1971.

In 1963, Baker was appointed by Governor Richard Hughes to the Commission to Study the Arts in New Jersey, and while serving as vice chairman, she oversaw the establishment of the New Jersey State Council on the Arts. She was a member of the Cosmopolitan Club, Women's City Club, Woman Pays Club, and American Association of Museums. Baker died on December 9, 1998.

There are two oral histories with Mildred Baker, one conducted by Harlan Phillips, September 21, 1963 and another by William Agee, July 22, 1965. There is also an oral history with Jacob Baker conducted by Harlan Phillips, September 25, 1963. Transcripts of the interviews conducted by Harlan Phillips are found within the collection. Collections related to the Federal Art Project include the Federal Art Project of the Work Projects Administration records and the Holger Cahill papers.
Separated Materials:
The Archives of American Art also holds microfilm of material lent for microfilming on reel D110 including exhibition catalogs and clippings. Loaned materials were returned to the lender and are not described in the collection container inventory.
Provenance:
Mildred Baker donated her papers in several increments between 1971 and 1993. In 1999, the bulk of her papers were donated to the archives by Baker's estate executor, Patricia Haskell, some of which included materials that had been loaned for microfilming in 1963.

The Ezra Winter papers measure 2.4 linear feet and date from 1918-1948 and document the life and work of Ezra Winter through correspondence, writings, project and commission files, personal business records, printed materials, photographic materials, and artwork.
Scope and Contents:
The Ezra Winter papers measure 2.4 linear feet and date from 1918-1948. Correspondence consists of personal letters to Winter from friends and family, as well as letters between George Putnam and Winter regarding the property at Rye and various projects, as well as correspondence written by Winter to multiple individuals. Project and Commission Files includes materials relating to each of Winter's mural projects and commissions, as well as various committees Winter was a part of and competitions. Materials include correspondence, supply receipts, plans, sketches, and contracts. Personal Business Records consists of materials relating to the Winter chicken farm business in Falls Village, Connecticut and correspondence, bills, and other documents relating to Winter's studio in Connecticut. Printed Materials includes newspaper clippings referencing Winter's sculptures and murals, and booklets and pamphlets relating to the locations of Winter's murals and sculptures. Photographic materials present depict Winter's murals and artwork. Artwork consists of prints of murals by Winter, and prints of sketched Christmas cards sent by Winter to family and friends.

Biographical / Historical:
Ezra Winter (1886-1949) was a prominent muralist, illustrator, and painter based in Falls Village, Connecticut. Winter was born in Traverse City, Michigan and would pursue training in art; in 1908 he trained at the Chicago Academy of Fine Arts and at the American Academy of Rome in 1914. Throughout his training Winter gravitated towards murals. His best-known works include The Canterbury Tales at the Library of Congress and Fountain of Youth located in the foyer of Radio City Music Hall. Winter was associated with the National Society of Mural Painters, the Architectural League of New York, the US Commission of Fine Arts, and was a member of the National Institute of Arts and Letters. Throughout his career Winter also completed works for the US Supreme Court Building, the US Chamber of Commerce, the University of Rochester and Eastman School of Music, and a six-story work for the Guardian Building in Detroit. During World War 1, Winter was a designer for the US Shipping Board. Later in his career Winter taught at the Grand Central School of Art and maintained a studio in Falls Village, Connecticut. While painting a mural Winter fell which resulted in a broken and compacted tailbone. Due to his injuries Winter was unable to continue painting. In 1949 he ended his own life near his Connecticut studio at the age of 63.
Separated Materials:
The Archives of American Art also holds microfilm of material donated for microfilming (reels 971-972) including: Correspondence, clippings, receipts, contracts, sketches and descriptions related to mural commissions for the Birmingham Public Library, George Rogers Clark Memorial, University of Rochester and the Eastman School of Music, Library of Congress, U.S. Supreme Court Building, and the Chase National Bank International Building; biographical material; and material relating to the Commissions of Fine Arts, Washington, D.C. and the Commissions of Sculpture, State of Connecticut.
Provenance:
Papers were donated in 1969 by the Cooper Hewitt Museum and in 1973 by son in law Albert W. Moss. The bulk of the microfilmed materials were donated in 1973 by Albert W. Moss. Unmicrofilmed materials were donated by the Cooper Hewitt Museum in 1969.

This collection is open for research. Access to original papers requires an appointment and is limited to the Archives' Washington, D.C. Research Center.
