Volume 3 covers a wide range of topics that include Russian-Turkish War, the Indian Wars, new industrial and mechanical products, politics, and changing military affairs. There is no index, and the pages are not numbered. The scrapbook is a collection of newspaper clippings and illustrations, along with a few handwritten notes and drawings.
The main themes are the Russian-Turkish War, Indian affairs, military affairs, and industrial/mechanical advertisements and stories. Throughout the volume there are printed illustrations of military and political figures from the United States and other countries. Meigs gave considerable attention to following the progress of the Russian-Turkish War, as well as stories on the Indian Wars. There are many references to Sitting Bull, the Nez Perce, and Crazy Horse. This volume also contains advertisements and stories for and about new industrial and mechanical products--from sewing machines to railroads and new clothing accessories and firearms. There is a heavy focus on military affairs, especially changes in military policy and leadership and new technology and thought. Meigs also included several stories about the Washington Monument's construction and challenges to its progress. There are some stories related to archaeological discoveries around the world.

Volume 4 covers a wide range of topics including debate over retiring senior Army officers stories about Civil War battles and the questioning of established accounts of various Civil War events, the Zulu War in South Africa and the change in control over the Bureau of Indian Affairs. There is an index at the front of the scrapbook with only one note, and the pages are numbered.
One of the most common topics is the issue of retiring Army officers the debate over expanding the number of authorized retired officers. This issue was of special interest to Meigs since he was one of the officers who had reached retirement age, but who could not retire because of the small number of authorized retirees. He also included a considerable number of articles about foreign affairs, especially the Zulu War of 1879 and the Afghan War. Other articles provide accounts of Civil War battles and leaders, and of the trial of General William B. Hazen versus David S. Stanley. In addition to the newspapers, Meigs included cutouts of advertisements for various industrial products and services, as well as new inventions.

The topics of Volume 1 include construction of the Washington Aqueduct, water supply, and water taxation.
Volume 1 is a collection of newspaper clippings, handwritten notes from Meigs, copies of Senate letters and reports, and other publications dealing with the construction of the Washington Aqueduct and the issue of water supply and water taxes, principally in Washington, D.C. Throughout the volume there are glued-in and loose notes written by Meigs, including drawings, mathematical calculations, and notes on specific articles and newpaper clippings. The publications come mostly fromThe Evening Star, The Sunday Herald, The Daily Graphic, and several United States Government publications, and several papers from Kansas and New York state. The topics in Volume 2 include the Battle of Little Big Horn, Apache Uprisings, Ute Commission, Sitting Bull, Victoria and his band of Apaches, raids on settlements by Native Americans and skirmishes with soldiers, issues with Northwest Native uprisings, and Alaskan Native American uprisings. Volume Two has numbered pages with an index at the front (though there are no notes in the index). Meigs's entries stop on page 67.
There are articles related to Sitting Bull and the Sioux, especially as they pertain to the Battle of Little Big Horn and Sitting Bull's surrender. There are also a number of articles dealing with the Apache, especially in the articles dating from 1879 onward (Victoria and his band figure prominently throughout this portion of the scrapbook). Meigs included several articles on Army logistics and financial concerns related to the Indian Wars published in military journals. There are also clippings that relate to general Native American raids, and the fears they aroused as well as constant reference to "Indian Troubles." Some of the Native groups mentioned are the Sioux, the Nez Perce, Apache, Ute, and Cheyenne. Volume 5 is a bound scrapbook with numbered pages and an index, though it has only one handwritten entry. This volume includes the following topics: debate over expanding the authorized number of Army retirees, the Zulu War in South Africa, the Afghan War, New York politics, Sitting Bull, water rates and taxes, and the excessive summer heat of 1879.
Meigs included many articles pertaining to the military retiree debate, a debate that personally affected him since he was one of the officers who could not retire unless the authorized number of retired Army officers was expanded. There are also many lengthy accounts of the Zulu and Afghan wars being waged by Great Britain. Meigs included several stories on recent and noteworthy natural history and arcaheological finds, as well as illustrations. There is some weather information related to the extreme heat in Washington, D.C. (summer 1879), the Civil War and its aftermath, and the reappearance of Sitting Bull and the Army's attempts to deal with him and other Native American groups.

Volume 6 is a bound scrapbook with numbered pages and an index, but no notes. The volume covers a variety of topics, with a large concentration focusing on the Zulu War, Army affairs and policy, debates over the retirement of Army officers, the 1880 presidental candidates, and natural history/archaeological finds.
Volume 6 includes articles describing the Zulu War and its outcome, the ongoing debate over military retirements, a debate personally affected Meigs since he was one of the officers scheduled to retire if the number of authorized retirees was increased, the intensifying Afghan War, and stories about the presidential candidates for the 1880 election. There are a number of articles about Winfield Scott Hancock, the Democratic candidate, and James A. Garfield, the Republican candidate, detailing their views and pasts. There are some accounts about President Grant, ranging from interviews to letters he wrote and then published in various newspapers. Volume 7 is a bound scrapbook with numbered pages and index. There are no notes in the index. This volume contains a large number of articles dealing with the Afghan War, the presidential election of 1880, debates and stories about the Civil War, foreign news and affairs, and illustrations of notable constructions and buildings.
Within this volume there are substantial articles dealing with the Afghan War and the presidential election of 1880, including descriptions of both Winfield Hancock and James Garfield, as well as their views and proposed policies. There are also articles related to the issue of Irish home rule, a hot-button issue in 1880-1881, that appeared in both British and American publications; southern claims from the Civil War and how the United States government was responding to them; and tensions between the North and South. Meigs also included stories on the harsh winter of 1880, and illustrations about the weather systems affecting the country. Also included are stories about the retirement of Army officers and debates over a variety of Civil War topics, especially battles and campaigns. Clippings of new industrial inventions and other items can be found throughout the volume, as well as some notes and drawings by Meigs.
