Migration to Metropolitan Washington: Making a New Place Home

Introduction:
The second in a multi-year series, the Migration to Metropolitan Washington program offered a deeper look into the history and culture of the city that revealed more than just "official" Washington. Beyond the monuments to which millions pilgrimage each year exists a little recognized residential city undergoing a process of tremendous change and redefinition due to the impact of the migration of populations from all over the world. Washington in 1988 was the home of immigrants from more than sixty countries. Approximately twelve percent of the more than 3.5 million people in the metropolitan area were foreign born. Since the 1970s their number in the metropolitan area had tripled and since 1980 doubled. Traditional culture played an important role in making Washington home for people who have migrated to the city. Despite traumatic circumstances, if people bring little else with them, at least they carry their culture. They select, modify, adapt, reinterpret, revitalize, and drop aspects of their cultural traditions as they adjust to their new environment. In addition they adopt new traditions, synthesize and blend old with newer ones, and create new mechanisms for supporting and expressing who they see themselves to be.

As an urban setting Washington provides opportunities for people to interact with others with whom they might never have mingled and to behave in ways that they never could have in the home setting. This creates stimulae for the development of new forms of expression and distinctive local traditions arising out of the blends. The 1988 Festival program addressed these issues and many more. In telling their stories and demonstrating their traditions, immigrants to Washington allowed Festival visitors to understand the cultural aspects of migration and how they have attempted and in some cases succeeded in making a new place in the metropolitan area.

The papers of muralist and sculptor, Pietro Lazzari, measure 12.84 linear feet and date from 1878 to 1998. The collection documents Lazzari's life and career through biographical material, correspondence, business records, notes, writings, artwork, photographs, and printed material.

Biographical material includes biographical sketches and various identification documents. Correspondence comprises letters exchanged between Lazzari, family members, and colleagues and includes about a hundred letters concerning post office murals in several states.

Notebooks contain drawings and annotated diagrams in addition to notes on artwork and designs for inventions. Writings are both by and about Lazzari and include autobiographical material. Artwork includes sketchbooks, loose sketches, prints, and paintings.

Almost a quarter of the collection consists of photographs which include images of Lazzari, his family and colleagues, and gallery installations. Also found are photographs of several notable individuals.
Arrangement:
The collection is arranged as ten series according to material type. For each series, material within folders is arranged chronologically. Glass plate negatives are housed separately and closed to researchers.

Biographical Note:
Pietro Lazzari was born in Rome, on May 15, 1898. At the age of 15, he was apprenticed to Roman sculptor, Jerace. Four years on the Italian front in World War I interrupted his studies, until he could return to the Ornamental School of Rome, where he received a Master Artist degree in 1922. Lazzari's first solo exhibition was at the Theatre of the Independents in Rome. He was also employed by newspaper Il Messaggero to illustrate articles with athletes' portraits.

Lazzari visited the United States in 1925, exhibiting in a group show at the New Gallery in the New York the following year. He also married American social worker Elizabeth Paine in 1926. After four more trips between the United States and Italy, he permanently settled in New York City in 1929. In addition to participating in major art exhibitions, he was hired by a New York newspaper to make courtroom sketches at the Lindbergh kidnapping trial. Divorcing his first wife in 1932, Lazzari married Evelyn Cohen in 1934, and became a U.S. citizen in 1936. Between 1936 and 1942, he worked on four post office murals for the U.S. Section of Fine Arts and began experimentation that led to his own method of painting in polychrome concrete.

In 1942, Lazzari moved to Washington, D.C. and participated in the war effort. He also taught painting and sculpture at The American University, and from 1948 to 1950, he headed the Art Department at Dumbarton College. In 1950, he received a Fulbright Fellowship for research in techniques of Etruscan Art.

Lazzari is known for his bronze busts of humanitarians, most notably Pope Paul VI, Adlai Stevenson, and Eleanor Roosevelt. Represented by the Betty Parsons Gallery in New York, he was also very active in the Washngton, D.C. art community, where he was represented by the Caresse Crosby Gallery.

Pietro Lazzari died on May 1, 1979 in Bethesda, Maryland.

The Pietro Lazzari papers were donated to the Archives of American Art in 1989 by Evelyn C. Lazzari, widow of Pietro Lazzari, and in 1998 by her estate.

Worked for the Section of Painting and Sculpture of the Treasury Department. His post office mural in Freehold, N.J. made a favorable impression on Roosevelt, who encouraged him in his work on another mural in Pougkeepsie, N.Y.

Biographical / Historical:
New York painter and muralist George Biddle (1885-1973) proposed to President Franklin Roosevelt the establishment of a federal relief program for artists during the Depression, and subsequently painted a number of government murals under the auspices of the Federal Art Project, including murals for the Department of Justice in 1935.

Biddle was born to a prominent Philadelphia family and graduated from Harvard College. He studied at the Académie Julian and the Pennsylvania Academy of Fine Arts, and served in the United States Army in World War I, before returning to New York where he had his first series of one-man shows.

In 1933 Biddle wrote to long-time friend President Franklin Roosevelt, to suggest a work relief program that supported mural painters. Although the idea initially met with opposition, Biddle persisted and the resulting art projects of the Works Progress Administration went on to support the production of thousands of paintings in government buildings throughout the country during the Depression.

In 1940 Biddle was invited by the Mexican government to create a mural for the supreme court building in Mexico City. Biddle had visited Mexico in 1928 where he had traveled and sketched with Diego Rivera, and seen firsthand the value of government sponsored art programs.

In addition to his murals, Biddle was also known for his portraits, lithographs, and paintings. His work can be found in the Metropolitan Museum of Art, the National Gallery of Art, the Museum of Modern Art, the Whitney Museum of American Art, the Los Angeles County Museum of Art, and others. His work has been shown throughout the United States, Europe, Mexico, Japan, and India in over a hundred one-man shows and group exhibitions.

Originals of the edited diary transcripts in this collection are in the Library of Congress, Manuscript Division. The unedited diary has many more entries than the edited version and includes more details about Biddle's daily life and work, versions of articles by Biddle, and lists of his works of art through 1934.
Separated Materials:
The Archives of American Art also holds microfilm of material lent for microfilming, including one of Biddle's original diaries, 1933-1935 (reel D127), records from the Federal Art Project, personal correspondence, articles and talks relating to Artists Equity (reels P17-P18), and a photocopy of Biddle's inventory notebook listing artwork and exhibitions (reel 4909). While the inventory notebook was discarded after microfilming, all other loaned materials were returned to the lender and are not described in the collection container inventory.
Provenance:
The papers on reels P12-P18 were loaned for microfilming in 1954 by the Philadelphia Museum of Art in Philadelphia, PA. George Biddle lent the material on reel D127 in 1963 and donated the rest of the collection to the Archives of American Art between 1966-1970. In 1972, Michael Biddle, George Biddle's son, gifted a photocopy of an inventory notebook that was discarded after microfilming.

Biographical material assembled by Henry on herself (1929-1987) and Rowena Fry (1927-1987) consists of brief typescripts, letters, clippings, exhibition catalogs, samples of Christmas cards designed by Henry and Fry, a print "Bird's Tree in Winter" by Henry (1968), and photographs of works of art. The material emphasizes Henry's mural for the Springdale, Arkansas post office, commisssioned for the Section of Fine Arts, and her work for the Oscar Mayer Company. A subject file contains clippings (1958-1987) concerning Hubert Ropp, Dean of the School of the Art Institute of Chicago, who had a great influence on the careers of Henry and Fry.

Biographical / Historical:
Natalie Henry (1907-1992) was a muralist active in Chicago, Illinois. Rowena Fry (1892-1990) was a painter and educator active in Chicago, Illinois.

Natalie Henry was best known for her post office murals completed under the United States Department of the Treasury. She managed the art supply store at the Art Institute of Chicago from 1948 until her retirement in 1972. Fry was born in Alabama and moved to Chicago in 1923 to study at the School of the Art Institute of Chicago.

Henry and Fry attended the Hubert Ropp School of Art. Both exhibited regularly at the Chicago Society of Artists and the Art Institute of Chicago during the 1930s and 1940s. Henry and Fry shared an apartment in the Lambert Tree Studios Building from 1948 until moving back to their respective family homes in Arkansas and Tennessee in the 1980s. In 1989, Fry joined Henry in her home in Malvern, Arkansas.

U.S.-Mexico Borderlands

Introduction:
Based on research in the rich and dynamic living culture of the border, the Borderlands Festival program of 1993 was designed to provide a glimpse of the border - its histories, its diverse communities, local and regional identities, and its music, arts, crafts, healing practices, foodways, and narrative. The program was about community-based culture. It presented cultural practices found on the border and cultural expressions about the border, and it explored cultural patterns that were created by the border. It also addressed the cultural heritage, adaptability, and creativity of Native Americans and of the Mexican, Hispanic American, Anglo, and other immigrant communities that have played a part in creating the life that surrounds the Mexico-U.S. border - those who maintain it, those who cross it, those who are left behind, and those who dwell in the border region. The program explored the processes through which such groups create, adapt, and preserve culture to meet the challenges of life on the border. It sought to present and understand community codes of behavior that evolved on the border including confrontation, evasion, violence, and romance, especially as these have been transformed into narrative and other forms of artistic expression.

Music performances at the Festival included emergent forms such as the conjunto, which grew out of the interaction between different cultural communities; older forms, such as the corrido, which has been used to preserve a historical vision in the defense of disputed territory; and adapted forms such as the string band music now incorporated into the traditional repertoire of the Tohono O'odham Native American communities. Also featured in the program were five muralists, whose work reflects the traditions of Mexican cholo and United States Chicano muralism. Murals continue to be touchstones of common historical experiences, archaeologies of sociocultural movements, and powerful statements of identity, ethical principles, and community aspirations. The unique fusion of border aesthetics and handcrafted technology was embodied for Festival visitors in lowriders - distinctively customized automobiles. These lowslung, hopping cars complemented the iconography of murals as statements of cultural identity.

Vaqueros of south Texas demonstrated their skills, crafts, and foodways associated with their cowboy tradition, which dates back to the Spanish colonial era. A fisherman from the port of Brownsville demonstrated shrimping techniques. A Laredo blacksmith forged stirrups, belt buckles, and other implements of vaquero life, along with a number of traditional and contemporary decorative objects. A ropemaker demonstrated the use of the local fiber called lechuguilla (a fibrous plant of the agave family). While fine craft traditions like guitar- and furniture-making are not specific to the border, craftspeople have incorporated motifs and instruments native to the region, like the bajo sexto guitar. Other occupational groups characteristic of the border environment included federal Immigration and Naturalization Service (INS) agents who regulate movement across the border; coyotes and polleros, who help migrants evade immigration regulations; and workers in maquiladora assembly line industried. Narrative sessions focused on the culture of craft and occupation in the context of the border.

Artisans also demonstrated crafts used in the home and for special celebrations, including quilt-making, flower- and piñata-making, candlemaking, and reverse-painted glass. Participants prepared regional specialties, traditional foods served for fiestas, and offered a sampling of typical vaquero outdoor cooking. Finally, the Festival presented members of the Mixteco Indian community in Tijuana, a recent migrant group, which preserves its cultural identity and contributes to the economy at the border by maintaining ties with other Mixteco communities in Oaxaca and California.

The United States-Mexico border has had a profound effect on the lives of millions of people. The then-pending NAFTA free trade agreement was only the latest in a long line of international socioeconomic arrangements with wide ranging local impacts. Critical attention in Mexico and the U.S. had increasingly focused on the historical consciousness created in this borderland and on its expression in traditional and other forms of art. Recognition of the vitality and value of borderland culture was growing in 1993 at the margins, among borderland populations, as well as in the centers of power and opinion in both countries. Scholars and political leaders increasingly realized that the cultural encounters, syntheses, and resistances characteristic of border life signaled similar cultural developments in the larger societies. This intensifying concern and scrutiny centered on the margin, but could it reduce the marginality in human rights, social dignity, and economic opportunity at the border? Festival organizers hoped that listening to community voices of the border from the Mexican and United States sides could better inform our thinking and decision-making.

Olivia Cadaval served as Program Curator, with Peter Seitel as Research Advisor; Héctor Antonío Corporán was Program Coordinator and Betty Belanus was Presentation Coordinator.

An interview of John Langley Howard (1902-1999) and his wife, Mary conducted by Robert Campbell. The interview was conducted for a proposed article by Campbell about the WPA Coit Towers murals in San Francisco.
Biographical / Historical:
John Langley Howard was a muralist who worked on the often controversial murals for the Coit Tower for Public Works of Art Project. The interviewer and donor, Bob Campbell, is a retired librarian for the San Franscisco School District, who conducted the interview as part of an educational multimedia database "Voices of the 30s."

Reviews the history of the San Francisco Coit Tower from its building, the commissioning of the often controversial murals by the Public Works of Art Project in 1933, and their significance in both artistic and political terms, through to the more recent problems of restoration and the commemoration of the 50th anniversary of the murals in 1984. Appearing in the video are Coit Tower muralists, Ralph Chessé, John Langley Howard and Bernard Zakheim. Offering commentary and analysis are: Masha Zakheim Jewett, author of COIT TOWER, Michael Bell, Assistant Director, San Francisco Art Commission, and art historian Francis V. O'Connor.
