The Improved, Benevolent Protective Order of Elks of the World (I.B.P.O.E.) was formed in 1898 in Cincinnati, Ohio by B.F. Howard and Arthur J. Riggs, a Pullman porter. They had been denied membership in the all-white Benevolent Protective Order of Elks and they were determined to form an organization that "granted membership to all qualified individuals without regard to race, creed, or ethnicity". Each Elk Lodge is governed by an Exalted Ruler. Past Exalted Rulers are those who have previously held this rank.

Thirty photographs (3.5" x Order of the Elks of the World (known colloquially as the Blacks Elks). The images were taken on the corner of Spruce and Broad Streets in Philadelphia, Pennsylvania. Featured are various Elk Club chapters, drill teams, marching bands, dignitaries in convertibles, and banners identifying marching groups from New York, Brooklyn, and New Jersey.
