This accession consists of budget files for the former Office of the Assistant Secretary for History and Art, as well as the Office of the Assistant Secretary for Museums.
The records include memoranda and correspondence pertaining to budget reviews and recommendations, opening positions for each fiscal year, requests for trust funds, federal
salaries and expenses, and restoration and renovation development programs. They also include allocation distribution reports, progress reports and five year projections,
and restricted gifts and foundation grant files.

Descriptive Entry:
These records document the Smithsonian budget process during the tenures of Secretaries Samuel Pierpont Langley, Charles Doolittle Walcott, Charles Greeley Abbot, and
Alexander Wetmore. They consist of budget calls by the Secretary; submissions from the various divisions; correspondence with congressional budget committees and the Smithsonian's
congressional Regents, and later with the Bureau of the Budget as well; and final submissions explaining and defending the Institution's requests. Some of the earlier records
include transcripts of the Secretary's testimony before congressional committees, but this material becomes infrequent in later records.
Historical Note:
The budget process at the Smithsonian Institution was fairly straightforward in its early years. The Institution's federal funding was modest and required scarcely
more than pro forma justification. As federal appropriations increased, the process of preparing and justifying the Institution's requests took more effort. These records,
collected from among the records of various secretarial administrations by persons unknown, begin during the tenure of Samuel P. Langley, who obtained added funds for the
National Zoological Park and the Astrophysical Observatory, and extend to the administration of Alexander Wetmore. The records illustrate the comparatively simpler budget
processes prior to World War I; the elaboration of the process in the 1920's as the Bureau of Budget developed within the Executive Office of the President; and the routinization
of the new procedures during the 1930's and 1940's.

private gifts and grants; NMAH renovation and restoration; and Congressional hearings. These records also consist of Trust budget worksheets; quarterly budget reports; information
on the Afro-American Artifacts Project, Vietnam Generation Project, and the M*A*S*H Traveling Exhibition; minutes of meetings; financial records concerning major NMAH exhibitions,

These records were created mostly by administrators Rohlfing, Dobkin, and Dunne. They document the activities of the Museum Advisory Board and the acquisitions committee
and contain files on fundraising, membership, product development, sales, education, collections management, and exhibitions. The records also include audit reports and annual
reports; grant proposals; architectural plans of the Miller House; and public relations files, including news clippings from the reopening of the Museum in 1976. In addition,
the records contain periodic budget projections and reports for the programs, administrative departments, and payroll of the Museum dating from 1983 to 1988, along with the
memoranda and spreadsheets which document their development.
Historical Note:
In 1963 the Cooper Union for the Advancement of Science and Art trustees announced that the Cooper Union Museum for the Arts of Decoration would be closed, and Director
Calvin S. Hathaway resigned. Curator of Exhibitions H. Christian Rohlfing was named Acting Administrator, and in this capacity he helped to guide the Museum's transfer to
the Smithsonian Institution in 1968. In 1969 Rohlfing became Administrator of the renamed Cooper-Hewitt Museum, and in fiscal year 1972 he assumed the dual title of Administrator
and Curator of Collections. John H. Dobkin became Program Management Officer in FY 1974 and was appointed Administrator in FY 1975. Dobkin and Rohlfing both held the title
of Administrator until FY 1978, when Dobkin resigned and Rohlfing relinquished the post to assume purely curatorial responsibilities. The position of Administrator was vacant
until FY 1979, when Daniel O'Leary became Assistant Director for Administration and Barbara V. Foss and Peter M. Scherer were appointed Administrative Assistants to the Director.
O'Leary left the next year, and Foss was replaced by Chauncie McKeever in FY 1981. In FY 1983 McKeever left, Scherer was appointed Special Assistant to the Director, and Linda
Dunne was named Administrator. Scherer left in FY 1984.
