Descriptive Entry:
These records are the official minutes of the Board. They are compiled at the direction of the Secretary of the Smithsonian, who is also secretary to the Board, after approval by the Regents' Executive Committee and by the Regents themselves. The minutes are edited, not a verbatim account of proceedings. For reasons unknown, there are no manuscript minutes for the period from 1857 through 1890; and researchers must rely on printed minutes published in the Annual Report of the Smithsonian Institution instead. Minutes are transferred regularly from the Secretary's Office to the Archives. Minutes less than 15 years old are closed to researchers. Indexes exist for the period from 1907 to 1946 and can be useful.
Historical Note:
The Smithsonian Institution was created by authority of an Act of Congress approved August 10, 1846. The Act entrusted direction of the Smithsonian to a body called the Establishment, composed of the President; the Vice President; the Chief Justice of the United States; the secretaries of State, War, Navy, Interior, and Agriculture; the Attorney General; and the Postmaster General. In fact, however, the Establishment last met in 1877, and control of the Smithsonian has always been exercised by its Board of Regents. The membership of the Regents consists of the Vice President and the Chief Justice of the United States; three members each of the Senate and House of Representatives; two citizens of the District of Columbia; and seven citizens of the several states, no two from the same state. (Prior to 1970 the category of Citizen Regents not residents of Washington consisted of four members). By custom the Chief Justice is Chancellor. The office was at first held by the Vice President. However, when Millard Fillmore succeeded to the presidency on the death of Zachary Taylor in 1851, Chief Justice Roger Brooke Taney was chosen in his stead. The office has always been filled by the Chief Justice since that time.

Scope and Contents:
The bulk of the papers consist of Nagel's files on his various positions and projects (ca. 3.3 ft), containing a variety of materials, including correspondence, writings, notes, art works, clippings, photographs and printed material. Also included are files pertaining to Nagel's father, lawyer and statesman Charles Nagel, and to his mother, Anne; and papers of and relating to Nagel's friend and associate, architect Victor Proetz (0.6 ft).
Nagel's files on positions and projects are arranged chronologically, and relate to: design projects while a student at Yale University, ca. 1926-1928; his struggle with career choices (mostly typescripts of letters to his father), ca. 1927-1931; his appointment to the Yale University Gallery of Fine Arts; commissions during his partnership in Nagel & Dunn (includes photographs of Fred Dunn, St. Mark's Episcopal Church, and other designs); organizing the exhibit "Italy at Work: Her Renaissance in Design Today, 1950-1951," his publication American Furniture, 1650-1850, and other activities while director of the Brooklyn Museum, 1946-1955; his position as juror and secretary for the Jefferson National Expansion Memorial Competition and working with other jurors Fiske Kimball and William Wurster, and design winner, Eero Saarinen; the Independence National Historical Park Project, Philadelphia, Pa.; positions at the City Art Museum, St. Louis, Mo.; establishment of the National Portrait Gallery (includes photographs of staff, the building, exhibitions, and opening celebrations, 1964-1969, notably Chief Justice Earl Warren, Smithsonian Secretary S. Dillon Ripley, and artist Peter Hurd); his emigration to Cuernavaca, Morelos, Mex.; and alterations and additions to St. Michael and All Angels Church in Cuernavaca, 1983. Included in several files are photographs of Nagel, his residences, and colleagues, and architectural drawings.
Files on his father contain honorary degrees and awards, photographs and printed material relating to the naming of a post office in his honor, St. Louis, Mo., and other events honoring him.
The papers of Victor Proetz, ca. 1928-1966 (ca. 0.6 ft), include obituaries; correspondence; a Last Will and Testament; a list of Proetz's commissions, 1934-1943; writings by Proetz and others; Proetz's "The Astonishment of Words," 1971, posthumously published; a scrapbook; exhibition announcements and catalogs; printed material; and photographs of Proetz and his designs for interiors and furniture.
Biographical / Historical:
Museum director; architect. Nagel was born in St. Louis, Mo. He attended Yale University, earning a B.A. in 1923, a B.A. in architecture in 1926 and M.F.A. in architecture in 1928. Upon graduation, he was employed at the firms of Jamieson & Spearl, and Hall & Proetz, St. Louis, and with Coolidge, Shepley, Bulfinch, Abbott in Boston.
He taught art history at Yale, and served as curator of Decorative Arts at Yale's Gallery of Fine Arts, 1930-1936, returning to architecture with the firm Nagel & Dunn, St. Louis, from 1936-1942. His positions as museum director include the City Art Museum in St. Louis, 1942-1946 (acting) and 1955-1964; the Brooklyn Museum, 1946-1955; and the National Portrait Gallery, 1964-1969.
Provenance:
Donated 1992 and 1994 by Lucie O. Nagel, widow of Charles Nagel. According to Mrs. Nagel, the material relating to Victor Proetz was given to Nagel by Proetz, who was a close friend and associate, and by the Proetz estate following his death in 1966.

Scope and Content Note:
The papers of Southern California architectural historian, critic, and writer Esther McCoy measure 44.0 linear feet and date from 1876 to 1990 (bulk 1938-1989). McCoy was interested in both Italian and Mexican architecture as well as the folk art and crafts of Mexico and South America. The collection documents McCoy's career, as well as her family and personal life through biographical material, extensive correspondence, personal and professional writings, project files, Southern California architects' files, clippings and other printed material, a large collection of photographs and slides, and taped interviews of Southern California modern architects.

Biographical and family material consists of awards, resumes, identification documents, and other documentation of McCoy's personal life. Included are a transcript of a 1984 interview of McCoy by Makoto Watanabe and material relating to her friend, Theodore Dreiser.

Correspondence focuses on her personal relationships with family, friends, and lovers, and general correspondence relating primarily to her work as a writer. McCoy's personal correspondence is valuable to researchers who are interested in her personal life, her struggles as a young writer, and the way in which her family, friends, lovers, mentors, and colleagues helped to shape her work and career. As documented in this correspondence, her life offers a glimpse into twentieth-century American social and political history, especially the radical leftist movements of the 1920s and 1930s. Researchers interested in the roots of feminism in the United States should also find these papers useful in documenting the life of a creative and productive woman who was successful in a field then almost entirely dominated by men. Correspondents of note include her husband Berkeley Tobey, lovers Geoffrey Eaton and Albert Robert, writers Ray Bradbury and Theodore Dreiser, and artists and architects, such as Dorothy Grotz, Craig Ellwood, A. Quincy Jones, Hans Hollein, and J. R. Davidson. General correspondence is primarily with researchers, professors, architects, publishers, and professional organizations.

Personal writings include McCoy's diaries, notebooks, and memoirs, and writings by others including friends, lovers, and colleagues. Also included are drafts of McCoy's fictional works, both published and unpublished, including short stories, teleplays, and novels.

The collection contains in-depth documentation of McCoy's pioneering study of the modernist work of twentieth-century architects in Southern California. The bulk of her papers consist of her writing files for books, exhibition catalogs, articles, and lectures on architecture. Because many of the architects about whom McCoy wrote were her contemporaries, she developed personal relationships with several of them through her research and writing. Her writing files include drafts, notes, research material, photographs, and correspondence. McCoy also traveled extensively, particularly in Italy and Mexico, and wrote about architecture, craft, and culture in those countries. Project files document McCoy's other activities related to architectural history, such preservation projects, juries, grants, the Dodge House Preservation Campaign and related film project, her work for the Society of Architectural Historians and the Historic American Buildings Survey (HABS), and her work at the UCLA School of Architecture and Urban Planning, compiling a slide library and cataloging the Richard Neutra's papers. McCoy also maintained architect files which may contain correspondence, notes, photographs, research material, interview transcripts, about architects and their works. Among these extensive records, the files documenting the careers of R. M. Schindler, Irving Gill, Richard Neutra, and Juan O'Gorman are particularly rich.

Printed material in this collection documents McCoy's career as well as her personal interests. Included are books, clippings, magazines, newsletters, press releases, as well as publications arranged by subject such as architecture, art, Italy, and Mexico. McCoy also collected literary and leftist publications. The small amount of artwork in this collection consists of artwork sent to her by friends, including a drawing of her by Esther Rollo and etchings by various artists including Thomas Worlidge.

There are personal photographs of family and friends and of McCoy at different times in her life, as well as photographs gathered during the course of her research on architecture. Found here are photographs of architects and their works, including a large number depicting the work of Gregory Ain, Luis Barragan, J. R. Davidson, Irving Gill, Bernard Maybeck, Juan O'Gorman, R. M. Schindler, and Raphael Soriano. Many of these photographs were taken by notable architectural photographers Julius Shulman and Marvin Rand. Also found are photographs of architecture designed for the Case Study House program of Arts & Architecture magazine; exhibition photographs, primarily for the exhibition "Ten Italian Architects" in 1967; and other research photographs primarily documenting architecture and craft in other countries and the history of architecture in California. This series also includes approximately 3,600 slides of architecture.

Audio and video recordings include a videocassette of McCoy's 80th birthday party and 55 taped interviews with architects, people associated with architectural projects, and artists.

Biographical Note:
Esther McCoy (1904-1989) is remembered best for her pioneering work as an architectural historian, critic, and proponent of Southern California modern architecture of the early to mid-twentieth century. McCoy was interested in both Italian and Mexican architecture as well as the folk art and crafts of Mexico and South America. Although her professional interests ranged from writing fiction to studying the folk architecture and crafts of Mexico, McCoy achieved her most notable success for her numerous articles, books, and exhibitions about Southern California architecture and the architects associated with the modernist movement.

Born in Arkansas in 1904, Esther McCoy grew up in Kansas and attended various schools in the Midwest. In 1926 she left the University of Michigan to launch a writing career in New York, where she moved in avant-garde literary circles and conducted research for Theodore Dreiser. She began writing fiction in New York and continued to write after moving to Los Angeles in 1932, working on short stories, novels, and screenplays. She published numerous short stories between 1929 and 1962, with works appearing in the New Yorker, Harper's Bazaar, and university quarterlies. Her short story, "The Cape," was reprinted in Best Short Stories of 1950. Many of the novels that she wrote from the mid-1960s through the 1980s were related thematically to architects and architecture.

During the late 1920s and throughout the 1930s, McCoy participated in the politically radical movements of the period and wrote for leftist publications. Her interest in the lowcost housing projects of modern architects was prompted by one of her articles about slums for Epic News. During World War II she entered a training program for engineering draftsmen at Douglas Aircraft and in 1944 was hired as an architectural draftsman for the architect R.M. Schindler. As she became increasingly interested in modern architecture and design, she combined her two major career interests and began to focus her energies on architectural research, writing, and criticism. Her first article on architecture, "Schindler: Space Architect," was published in 1945 in the journal Direction.

McCoy began writing about architecture in earnest in 1950 as a free-lance contributor to the Los Angeles Times. From then until her death in 1989, she wrote prolifically for Arts & Architecture magazine, Los Angeles Times, Los Angeles Herald Examiner, Architectural Record, L'Architectura, Zodiac (Italy), Progressive Architecture, Lotus (Italy), and Architectural Forum. In addition to her numerous articles, McCoy wrote several books on Southern California modern architecture and architects. Her first major work, Five California Architects, published in 1960, is now recognized as a classic work in modern architectural history. It promoted a serious study of modern architecture in Southern California and introduced to the world several leading California architects and their work: Bernard Maybeck, Irving Gill, Charles and Henry Greene, and R.M. Schindler. That same year, she published another important book focusing on the work of the California architect Richard Neutra. Other books by McCoy include Modern California Houses: Case Study Houses (1962), Craig Ellwood (1968), Vienna to Los Angeles: Two Journeys (1979), and The Second Generation (1984).

In addition to these books, McCoy organized and wrote catalogs for several significant exhibitions focusing on contemporary architects. Her first was the R.M. Schindler Retrospective, a 1954 exhibition at the Landau Art Gallery in Los Angeles. Her other exhibitions and accompanying catalogs include Roots of California Contemporary Architecture, 1956, Los Angeles Municipal Art Department; Felix Candela, 1957, University of Southern California, Los Angeles; Irving Gill, 1958, Los Angeles County Museum of Art; Juan O'Gorman, 1964, San Fernando Valley State College; and Ten Italian Architects, 1967, Los Angeles County Museum of Art. Moreover, McCoy contributed numerous essays to other exhibition catalogs and publications, lectured at the University of Southern California, participated in preservation projects, organized tours for the Society of Architectural Historians, and contributed to a number of documentary films. Her energy and interests also led her to catalog and transcribe Richard Neutra's papers at the University of California Los Angeles Archives.

McCoy received national recognition from the American Institute of Architects for her seminal and prolific work in the field of Southern California modern architectural history and criticism. Her interests, however, were not exclusively bound to California. She traveled the world and was interested in both Italian and Mexican architecture as well as the folk art and crafts of Mexico and South America. She made five extended trips to Italy during the 1950s and 1960s, publishing regularly about the architecture there and curating the exhibition Ten Italian Architects. She was a contributing editor to two Italian journals, Zodiac and Lotus, and was awarded the Star of Order of Solidarity in 1960 by the Republic of Italy for her research and writing.

Esther McCoy died of emphysema on December 30, 1989, at the age of eighty-five. Her last contribution was an essay for the exhibition catalog Blueprints for Modern Living: History and Legacy of the Case Study House. Scope and Contents note:
This series consists of personal and work-related correspondence (primarily incoming correspondence) between Cahill and various friends and colleagues. While a large portion of the series documents Cahill's position as Director of the FAP, it also extends beyond those years and illuminates other aspects of Cahill's career including his interest in folk and Asian art, and his work as an art critic.

There is significant correspondence with the artist Stanton MacDonald Wright between 1936 and 1950, and with the artist Irene Pereira between 1950 and 1953. The series also documents research which Cahill conducted in the late 1940s on the development of the Index of American Design for his introduction to a book on the Index by the National Gallery of Art, published by the Macmillan Company. Correspondence from 1949 provides another angle on the historical details of the FAP through lengthy correspondence documenting Cahill's criticism of William Francis McDonald's book Federal Relief Administration and the Arts (Ohio State University Press, 1969).

There is a large amount of correspondence from July 1960 comprising sympathy letters to Dorothy C. Miller following Cahill's death. Correspondence from 1977 encloses a catalog of an exhibition organized by New York WPA Artists, Inc., at the Parsons School of Design in November 1977. The exhibition, New York City WPA Art, was dedicated to the memory of Holger Cahill.

Floating arm lamps ; task lighting ; Dazor's history started in 1938 when Harry Dazey teamed up with Washington University professor Albert Perbal, to create a company that would manufacture lamps. Harry Dazey began his career by producing butter churns, [see Dazey Churn and Mfg Co. catalogs] but when Mr. Dazey came up with the idea for the "floating arm" portable light he decided to restructure his company into a lamp manufacturer that specialized in task lights. Initially, Dazor lights were used simply as table lamps. During World War II Dazor lamps became famous for their high efficiency and lower costs. The government found that Dazor's lamps helped to conserve energy and were cheaper than the traditional costly overhead lighting. Dazor was also the first fluorescent lamp manufacturer to combine the technology of the portable task light with fluorescent light bulbs. The technology was highlighted in a display by General Electric at the 1938 World's Fair. The lamp became popular quickly, especially among draftsman and architects of the time who found that the lights offered. better visibility than traditional incandescent lights. General note:
Henry Shaw was in business at 17, retired at 40 a very wealthy man. He built a country house, Tower Grove in 1849. In 1853, Henry Shaw decided to create a botanical garden at Tower Grove that would be given to the citizens of St. Louis. In 1858 the main part of the 79 acre garden plans had been completed. In 1881 and 1882, the Linnaean House, designed simular to a European orangery, was completed and housed displays of camellias.

Harris Armstrong built the combination guest house and studio on his home property. Armstrong dammed a brook on the property, creating a pond. An egg-shaped island is located in the center. General:
In 1923 the owner's family purchased 150 acres of treeless farmland near St. Louis, Missouri, and had their house and gardens designed by well-known practitioners of that time: architects, James Jamieson and George Spearl; and landscape architect, Warren Manning. Jamieson and Spearl designed the buildings on the campus of Washington University in St. Louis. Warren Manning worked at Frederic Law Olmsted's firm in Boston and had designed gardens for the owners' other home on Cape Cod. Although now scaled back to 29 acres, these mature formal gardens retain features from the original design including: ornamental iron gates, stepping stones and stone stairs, low stone walls, a balustrade, and wishing well. There are perennial borders on either side of a wide swath of lawn between the residence and the swimming pool. A sunken lawn is bordered by double hedges of English boxwood planted in the 1920's. Hedges bordering the formal garden rooms and woodlands framing the gardens that were planted according to Manning's design have grown to maturity. Recent changes include a new swimming pool with water jets built to the same dimensions as the old one, a new pool house, and closer to the residence there is a new water feature and patio.

The folder includes a worksheet, copies of garden plans, a photocopy of an article about the garden from St. Louis Magazine, and other information. The garden is noted for its rich plantings, variety of garden types, and skillful planning to complement its relationship to the house.
General:
This eight-acre site incorporates a range of garden settings, and a variety of types of plants. The entrance garden features coleus and Alabama fountain grass, while the entrance courtyard includes a fountain, pool, sculpture, an alpine miniature collection, hostas, and azaleas. A perennial border between the two wings of the house is faced by a line of threadneedle arborvitae, and highlighted by a bronze sculpture of a gardener. Pool area plantings include azaleas, rhododendrons, ornamental grasses, daylilies, pleached hawthorns, and roses, while the south side of the house features azaleas, crabapples, and pink dogwoods.
To the north of the house lie a woodland garden, an enclosed vegetable garden, and an orchard of 24 fruit trees, among them apple, pear, plum, and cherry.

General:
Located on approximately a half acre, the Emerson Garden was established in 1978 by landscape architect Harriet Rodes Bakewell. Bakewell's design is most representative in the backyard with the interlocking 'L' shapes of the terrace, the reflecting pool and grassed area in front of the waterfall. A 'secret' gate, built between two sections of parallel brick walls is not visible from either back or front yard. Bakewell designed the garden with mature plants with the intention that this would be the last home she resided in. Plantings were used to create more appealing vistas. Trees were planted to hide views of the street and neighbor's driveways and a special attention was made to incorporate elements in harmony with the surroundings.

The current owner contacted Bakewell's protégé Cathy Williams to help restore the grounds to Bakewell's original plan. Though development in the neighborhood has proven to be a hindrance, much of the grounds have been restored to the original plan. The garden includes viburnum and forsythia and the diseased trees have been replaced with different species.
Harriet Bakewell was the first female to graduate from Washington University with a degree in landscape architecture. Her father, George T. Moore, served as the second director of the Missouri Botanical Garden. In the 1970s, Bakewell moved to a 1930 cottage in Ladue, Missouri, now known as "Twin Cottages." Bakewell's work includes Operation Brightside, the Japanese Garden at the Missouri Botanical Garden, and the Steinberg Rink in Forest Park. The Garden Club of America awarded her the Mrs. Oakleigh Thorn Medal in 1983 describing her work as follows: "Each of her landscape projects is unique, but all set a high standard for their definition of space and selection of plants and construction materials." Images MO087007 and 008 are best representations of original Bakewell's design which can also be seen in a 'Better Homes and Gardens' publication.
Garden features include benches, birdbaths, cutting gardens, espaliers, flower beds, gates, gazing globes, hedges, herb gardens, retaining walls, swimming pools, and waterfalls.

General:
Beginning in 1955 the owners have transformed their slightly more than one acre property and created garden rooms; their first step was to remove the foundation planting of fitzer juniper. The design for this property began with the L-shaped lawn edged by a mix of large trees from the neighboring municipal park to the east. Specimen and ornamental tree starters including white pines, dogwood and redbud were obtained free from the Missouri Department of Conservation and were planted in layers around the perimeter for privacy and to shelter the understory plantings of azaleas and perennials. A yew hedge was planted along the driveway behind peonies and other seasonal perennials. The owner built her own parking court walls and planted magnolias for shade. The low stone walls defining several terraces also were do-it-yourself projects. A climbing rose overlooks the terrace to the south and nearly fills the space between two doors. Mandeville vines planted in window boxes and a trumpet vine that has spread over the roof of the garage and the parking court wall also soften the formal lines of clipped hedges. A small circular herb garden was planted inside a clipped privet hedge at the end of a stretch of the local river gravel used to pave the terraces.
In 2014 groups of mature yew bushes were replaced with groupings of upright conical arborvitae and hydrangeas. Decorative garden accessories include four small statues representing the four seasons, a small fountain, a limestone female statue reflected in a wall mirror, and other limestone or lead figures. Wrought iron and antique-style wire outdoor furniture and swan planters complement the French Neoclassical style of the house. Annuals are planted in pots so they can be moved around the terraces.
