Bywaters speaks of his background; the events which led to his joining the Federal Art Project in Dallas; working on murals in public buildings; the work done by the Index of American Design in Texas; public perception of the Federal Art Project in the state; his opinions of government support for the arts and political problems with it; his feelings about the Federal Art Project's long term effects on art and on the arts community in Dallas; and his attempt to locate all the artwork done by FAP artists in the state.
