Summary:
The collection, which dates from 1923 to 1998 and measures 2.32 linear feet, documents the career of community activist, Ella B. Howard Pearis The papers are comprised of correspondence with and documents from community organizations, newspaper clippings, pamphlets, scrapbooks, and photographs.
Scope and Contents note:
This collection documents the activities of Ella B. Howard Pearis between 1923 and 1998. It contains materials related to Mrs. Pearis's work with local and national civic organizations. Included in the collection are awards, correspondence, newspaper clippings, pamphlets, photographs, and scrapbooks.

The papers are organized into five series. The content of each series is arranged alphabetically. The series are arranged as follows:

Biographical/Historical note:
Ella B. Howard Pearis was born in 1905 in Washington, DC. She graduated from Paul Lawrence Dunbar High in 1923 and then went on to attend Miner Teachers College. For fifteen years she taught 1st and 2nd grade in Maryland and Virginia and later she worked fifteen years at the Bureau of Engraving and Printing, from where she retired in 1956.

Mrs. Howard had deep roots in the Anacostia community; her great-grand parents moved to Anacostia in 1863. Macedonia Baptist Church was founded by her great-grandfather in 1866, and her great-grandfather's niece was one of the founders of St. John's Christian Methodist Episcopal Church in 1867. Mrs. Pearis's house on Elvans Road was built by her grandfather in 1876. As a result of this history, Mrs. Pearis felt that it was her duty to be an advocate for and promoter of the Anacostia community. She volunteered her time to work with community groups and neighborhood civic associations. Her community work brought changes to Anacostia including getting new schools established and getting more public transportation in the area.

In 1974 she and other community activists founded the Anacostia Historical Society. The Society was established in partnership with the Anacostia Neighborhood Museum's Center for Anacostia Studies. Mrs. Pearis said that the idea for the Society started when, "…a group of us started to get together one Saturday and bring any family heirlooms that you had. " From there the group began to work with the Anacostia Neighborhood Museum. Together they developed the exhibit, "Anacostia Story," which opened at the Museum in March 1977.

In addition to her work with the Anacostia Historical Society, Mrs. Pearis served on the advisory board of the Anacostia--ongress Heights Red Cross Service Center. This center was a part of the District of Columbia Chapter of the American Red Cross. Later in her life, Mrs. Pearis remarked that physical limitations limited her ability to make it to all of the community functions. Yet she found others ways to contribute to her community.

Mrs. Ella B. Howard Pearis died on February 23, 1998 and her funeral service was held at St. John's Christian Methodist Episcopal Church --the church founded by her family in 1867.

Mostly views of Washington, D.C., including Washington Monument and grounds, Union Station, main post office, the Mall (one view includes three sailors on a bench), the Smithsonian Institution building, the Museum of Natural History, the U.S. Capitol, Almost all scenes of people photographed outdoors in Washington, D.C., and suburbs. One snapshot of a young woman is dated September 1920 and there are many others of young American soldiers with girl friends and wives in U.S. Army camp settings. Settings include the U.S. Capitol, parks, the Tidal Basin, Bureau of Engraving and Printing, Washington Monument, Logan Circle, C & 0 Canal, and the Great Falls area.

Summary:
The collection consists chiefly of hand-written notes made by Southgate on a wide range of postal history topics and related matters, generally on lined or graph paper measuring 25 x 15 cm. or smaller, for keeping in triple-post binders. Some of the notes were made in "Lefax" or other commercially-available notebooks. The collection includes numerous mounted newsclippings, brochures, and excerpted articles from philatelic journals, as well as statistical data, advertisements, copies of correspondence, and diagrams made by Southgate to illustrate plate variations, etc.
Biographical/Historical note:
Hugh McLellan Southgate (b. Sept. 3, 1871; d. Oct. 23, 1940), a resident of Chevy Chase, Maryland, was an important postage stamp collector and an active member of several philatelic societies. He was a founder and the first president of the Philatelic Plate Number Association (1926-1928), as well as the first president and chairman of the board (1930-1940) of its successor, the Bureau Issues Association (now the United States Stamp Society). He was also an authority on the printing of stamps by the United States Bureau of Engraving and Printing.
General note:
Each leaf containing data has been photocopied from the original notebooks, with the exception of v. 5, which consists entirely of a printed checklist of Bureau of Engraving and Printing precancels and Presidential series for 1938-1940 (an index sheet noting the contents of v. 5 is present, only).
The presence of blank leaves in the original notebooks is noted in the index sheets and the finding aid.
Local Notes:
The volumes are numbered 1 through 26, plus a miscellaneous compilation labelled "vol. xl" (or "HMS notebook prelim. no. 1" by G.W. Brett). There is also a separate index volume containing copies of all the index sheets that Brett created to serve as tables of contents for each volume in the collection.

Scope and Contents:
Group of women sitting at rows of desks with large piles of uncut paper money. Calendar on wall dated September 1951. Sign on wall: "Luncheon Period in this section 11:25 to 11:55". Primarily Caucasian women seem to be seated on left, with primarily African American women seated on the right. No ink on negative. "KODAK SAFE[TY]" edge imprint.

Gloves must be worn when handling unprotected photographs and negatives. Special arrangements required to view negatives due to cold storage. Using negatives requires a three hour waiting period. Contact the Archives Center at 202-633-3270.
Subseries Rights:
When the Museum purchased the collection from the Estate of Robert S. Scurlock, it obtained all rights, including copyright. The earliest photographs in the collection are in the public domain because their term of copyright has expired.
