The preservation of historic buildings and sites in Madagascar requires more than official legislation, which is, in fact, already in place. Rasamuel critiques Madagascar's existing cultural heritage statutes, noting gaps in their coverage, weaknesses in implementation, and the danger posed to sites not protected by law. Lack of trained personnel for conservation and restoration work is another serious impediment, although the University of Madagascar does offer some training in this area.
