Summary:
The Board of Regents of the Smithsonian Institution is authorized to plan and construct facilities for the Smithsonian Astrophysical Observatory and Smithsonian Tropical Research Institute. The following sums are appropriated: $4,500,000 for the Smithsonian Astrophysical Observatory and $11,100,000 for the Smithsonian Tropical Research Institute. Any portion of these sums may be transferred to the General Services Administration which, in consultation with the Smithsonian Institution, is authorized to enter into contracts.
