Summary:
The memorial expressed the desire that the establishment of the Smithsonian Institution be taken into immediate and serious consideration. The people of Washington wished to see the wishes of Smithson carried into effect as soon as possible. The memorial stressed the benefit that the Smithsonian Institution would have for all people of the United States but especially the people of Washington and urged Congress to take up the matter.
