This image was taken by Ruel P. Tolman, artist, curator and later Director of Smithsonian National Collection of Fine Arts, now the Smithsonian American Art Museum, and is included in a scrapbook of photographs of Smithsonian staff, grounds and buildings, exhibitions, and Washington D.C. scenes.

In 1929, Smithsonian Astrophysical Observatory's Division of Radiation and Organisms, later the Smithsonian Radiation Biology Laboratory, was established by Secretary Charles G. Abbot. The Division's purpose was to undertake investigations of the effect of solar radiation on living organisms, mainly plants.
