Summary:
A low terrace is in the foreground with a circular tablet at center, painted to resemble wood, contains quotations. A female figure is seated on either side of the tablet, supporting the seal. The Treasury building is the background on one side, the Capitol and the Washington Monument on the other. Two children are playing on the parapet and a dog lies in the foreground.
