Summary:
A shaft with the world globe surrounded by four spread-winged eagles. Near the top of the shaft,on each of the four sides, are reliefs of war emblems. On the front -- two laurel branches, on the sides and the back there are two crossed rifles, a shield and a sphere with a small cross on it and wings on either side. Below the reliefs are text plaques, and at the ground level planters are attached to the base.
