Summary:
A large shaft surmounted by a statue of Charles Avery dressed in a suit and standing next to a short podium. His proper left hand rests on top of the podium. A relief on the lower front of the shaft depicts a three-masted sailing vessel in the upper right and a figure grouping consisting of two adult males, two adult females and five children. In the center portion of the shaft, two female figures stand in shallow niches. On the left side, the female figure is blindfolded and appears to represent Justice. On the right side, the female figure holds a baby against her proper right shoulder.
