Summary:
Standing portrait of William Penn wearing a broad-brimmed hat and authentic Quaker costume of the 1680s. He wears a knee-length coat adorned down the front with loops and buttons, a knee-length tunic, a shirt with ruffles at the neck and cuffs, knee britches, stockings, and shoes with large buckles. His hair is long and curly. In his proper right hand he holds a rolled charter from King Charles II of England. His proper left hand is raised in a gesture of greeting. He stands on a small rock with his proper left leg slightly forward.
