Summary:
A bronze figure of a standard bearer holding a flag in his proper left hand stands atop a stall shaft which tops a small building. On each corner of the building stands a bronze figure of a Civil War serviceman. The figures represent a sailor, an infantryman, an artillery man, and a cavalryman.
