Summary:
A column surmounted by a female figure representing the City of Buffalo. Encircling the column near the base is a bronze relief depicting scenes of civilians answering the call to arms. The relief also depicts a scene of Lincoln announcing his emancipation proclamation, flanked by a drummer boy, a cabinet officer, and an army officer. Above the relief band is a cast bronze emblem with an eagle, flags, and a cannon. On four pedestals that project from the base of the column stand four figures representing the infantry, cavalry, artillery, and the navy. On the front of each figure's pedestal is a cast bronze relief of an eagle and shield.
