Summary:
Sculpture consists of four allegorical figures installed on a semicircular base on the left side of the building. The central figure is a seated female figure of Justice dressed in a hooded cape and long robes. Her proper left foot rests on a stack of large books and her proper right arm rests upon her raised proper right knee. She holds a long tablet inscribed in Latin in her proper right hand. A large chain is wrapped around her throne. Seated below Justice, on her proper right, is a mother with her hands securely clasped around her naked baby boy to indicate protection of the family under the law. Kneeling below Justice, on her proper left, is a nude male figure of a felon with his bound hand raised up over his head.
