Summary:
Two relief panels, one depicting sailors and the other soldiers, mounted on a pylon topped by four eagles. The base includes a round fountain basin which rests on a round pedestal. The relief panel on the east side features two full-length male figures facing proper left. The front figure holds an artillery shell. He wears dungarees with bell bottoms and 13 buttons. The second figure holds a wrench in his proper right hand. The relief panel on the west side features three figures with heads turned proper left. The front figure holds a grenade in his raised proper right hand. The center figure holds a rifle with his proper right arm.
