The Office of Facilities Management and Reliability (OFMR) is responsible for managing and preserving the integrity of Smithsonian Institution facilities by providing a safe and appropriate environment for people and collections. Originally two separate offices, the Office of Facilities Management and the Office of Facilities Reliability respectively, the offices were combined in or around 2002.
The office divides Smithsonian facilities into different geographic zones. Within each of these zones, OFMR performs day-to-day facilities operations and maintenance services to ensure that the facilities are safe and clean for collections, visitors, and staff. These services include custodial, labor and utilities work, recycling, building maintenance and management, systems engineering, and administrative services.
The Central Services Division of OFMR consists of the Business Operations Division, the Museum Support Services Division, Asset Management Division, and Energy Management Division. The Business Operations Division is the OFMR central resource that supplies integrated procurement/contracting, project management, and professional and skills development services that enable the operations and maintenance of Smithsonian facilities. The Museum Support Services Division provides a wide range of pan-Institutional services including Mail, Fleet Management, Transportation Services, Motor Vehicle Maintenance and Audio-Visual Services in support of special events. The Asset Management Division (AMD) coordinates activities on behalf of OFMR to attain maximum value from Smithsonian assets to increase their value to stakeholders and achieve the Smithsonian's organizational objectives. AMD achieves this through the work of the Reliability Engineering and Life Cycle Management Branch, the Predictive Maintenance Branch, and the Work Management Branch. The Reliability Engineering and Life Cycle Management Branch, conducts evaluations and assessments of the Smithsonian facilities portfolio and the facility assets/systems and processes associated with them in order to increase reliability and drive continuous improvement. The Predictive Maintenance Branch uses predictive technologies to develop the use of condition base maintenance methods and practices, with the goal of increasing the precision of maintenance actions and allows for the detection of failure at the earliest point possible. The Work Management Branch uses maintenance planner and schedulers to conduct evaluations of incoming maintenance request for repairs and uses deficiency analysis to analyze data collected on all Smithsonian facilities and assets to identify process inefficiencies and to drive improvement within the organization. The Energy Management Division establishes basic Smithsonian energy management policy and assigns responsibility for administering a comprehensive energy management program. The program includes all energy use and conservation techniques designed to meet the current and future energy needs of the Smithsonian.
Operations of OFMR also include the Central Maintenance Division with consists of the High Voltage Shop, the Fire/Life Safety Shop, the Building Automation System (BAS) Shop, the Central Shop, and the Utility Systems Repairer-Operator (USRO) 3rd Shift. The High Voltage Shop maintains the electrical distribution systems of the Smithsonian facilities. The Fire/Life Safety Shop supports the inspection, testing, and maintenance of the Smithsonian's fire protection systems. The BAS Shop provides daily monitoring of building automation systems which include building heating and cooling systems, as well as the repair and analysis of those systems. The Central Shop provides facilities support through door maintenance, pipefitting, and other general maintenance requests. The USRO 3rd Shift providers coverage of facility operations during the 3rd shift.
OFMR also includes the Safety Office which is responsible for providing support and services to all Smithsonian facilities for safety and environmental operations. These services include safety training, facility inspections, incident investigations, program design and management, and safety analysis and documentation. In addition, the Electrical Safety Office of OFMR serves to establish and maintain an effective electrical safety culture at OFMR. The services the office provides includes staff training related to electrical safety, installation, and maintenance; conducting detailed electrical inspections; incident investigations; project support; facility assessments; and assistance with the commissioning of equipment.
