Richard Hubbard Howland was appointed Special Assistant to the Secretary, 1968. Howland was formerly Chairman of the Department of Civil History, Museum of History and Technology. His primary duty as Special Assistant to the Secretary was to oversee the restoration of the Smithsonian Institution Building to its original nineteenth-century ambience. Howland continued in the position until his retirement in 1985.
