The Office of the Under Secretary was established in 1970. The Under Secretary was the chief operating officer of the Smithsonian and as such, was responsible for the day-to-day administration of the Institution.
The Under Secretary was administratively responsible to the Secretary and was the second ranking official in the Smithsonian Institution. The Under Secretary assisted the Secretary in the formulation of programs, analysis and solution of problems involved in the determination of policies, execution of policy decisions, and maintenance of an effective management and administrative system to support the Institution's programs. The Under Secretary served as the Secretary's liaison with Congress and various federal and non-federal agencies. The three areas that reported to the Under Secretary included: Operations, Business Advancement, and Institutional Advancement. During an administrative restructuring in 2000, the Office was abolished.
Under Secretaries included: James C. Bradley, 1970-1972; Robert A. Brooks, 1973-1976; Michael Collins, 1978-1979; Phillip S. Hughes, 1980-1984; Dean W. Anderson, 1985-1990; Carmen Turner, 1990-1991; and Constance Berry Newman, 1992-2000.
