An eminent American Statesman, was born in Scarborough, Maine, in 1755, graduated at Harvard College in 1777. In 1784 he was chosen to represent Newburyport in the State Legislature, and in the same year was elected a Delegate to the old Congress. In 1787 he was appointed a Delegate to the general convention assembled in Philadelphia, and in 1788 he removed to the city of New York. In 1796 he was appointed Minister to the Court of Great Britain, where he remained seven years. In 1813 he was chosen, by the Legislature of New York, a United States Senator, where he continued until 1825. He died in 1827. [P. 20.]
