Description:

The 'TOP' marking was incorrectly transferred to the left-hand side of vignette plate #19597, resulting in no 'TOP' being printed on the right hand side of the plate. Conversely, both red and blue TOP markings appear on the left-hand pane on sheets printed from that plate. This was the only plate with which this occurred.
