The metal framed tag identified the wearer as Leon Turner of Minneapolis, Minnesota. The blue ribbon shows that Mr. Turner was in attendance at the third annual convention for the South Dakota State Branch of the National Association of Postal Supervisors (NAPS) held in Pierre, South Dakota, from August 23-24, 1940.
NAPS formed in Louisville, Kentucky, in 1908. As with most postal unions and associations, NAPS had state branches that also held conventions in addition to the organization’s national ones.
