Description:
As a postmaster, Schley had also applied to be a Post Office Department depository. He says he would not have sought that position had he been aware of the lack of profit to him and the responsibilities involved.
Since present customers keep separate accounts with him for that purpose, he does not expect them to buy any stamps. Instead, he supposes the stamps sent to him will be sold to travelers.
