The official penalty cover was carried aboard the U.S.S. C-3 on the first official trip of submarine mail service from Atlantic to Pacific Ocean. It was postmarked Cristobal, Canal Zone, Atlantic - Pacific, May 7, 1919 and back(?) canceled Balboa Heights, Canal Zone / Received / May 7 1919 ... First Trip Submarine Mail Atlantic - Pacific.

Mr. Spear worked at the U. S. post office in Ancon, Panama, during and following the building of the Panama Canal.
