This is the identification badge of Edward Horgan, chairman of the 20th UPU Congress and associate postmaster general for the United States. The two circular, self-adhesive labels indicate his participation in UPU excursions held during the Congress. The badge is a plastic-laminated paper card bearing a color photograph of Horgan. A clip and metal chain are attached.
