Otto Praeger, Second Assistant Postmaster General, wires a 16- word Western Union Telegram to Capt. Benjamin B. Lipsner in Cleveland, Ohio, that “100% and all is well.” By saying that all is well in Cleveland, Praeger is likely referring to the Glen Martin field in Cleveland. On September 3, 1918 Praeger in Washington, D. C. sent a Post Office Department telegram to E. V. Gardner of Belmont, New York, reporting on Martin field. He wrote that: “Jordan [John A. Jordan, Post Office Department representative], reporting on landing field at Cleveland, wires as follows: Glen Martin field, all ready. Field northeastern corner of city, quarter mile south big railroad freight yards. Field marked large white “T” land at bottom of “T” and roll towards top. Plenty of room” (Jones 1993).
