Undated free frank cover from Horatio King, Assistant Postmaster General from 1854 to 1861. In February, 1861, President Buchanan appointed him Postmaster General and he served until President Lincoln was inaugurated in February, 1861. The cover is addressed to Joseph Holt who was King's predecessor as Postmaster General.
