This one, from Kansas City, Missouri, is dated 1893 and shows that someone has covered Owney’s dog tax, permitting the pooch to wander the city without fear of arrest. There is no additional information to indicate who gave this tag to Owney. Kansas City was a railway hub, served by dozens of lines. Owney undoubtedly spent a great deal of time traveling through or wandering in the city.
