Black and white print of the main street of a town decorated with garlands, banners, flags and arches of greenery. A procession of men led by a uniformed band and an honor guard is marching from the left foreground into the center of the image beneath the arches. A banner in front of the arches reads "The Day of Julibee Has Come. Sons of Portsmouth Welcome Home."
