Executive Order 8802, Fair Employment Practices Committee (FEPC) was established in 1941 with the goal of "banning discriminatory employment practices by Federal agencies and all unions and companies engaged in war related work." FEPC was to help prevent against discrimination of African- Americans but was relatively ineffective.
