Volume 4 covers a wide range of topics including debate over retiring senior Army officers stories about Civil War battles and the questioning of established accounts of various Civil War events, the Zulu War in South Africa and the change in control over the Bureau of Indian Affairs. There is an index at the front of the scrapbook with only one note, and the pages are numbered.
One of the most common topics is the issue of retiring Army officers the debate over expanding the number of authorized retired officers. This issue was of special interest to Meigs since he was one of the officers who had reached retirement age, but who could not retire because of the small number of authorized retirees. He also included a considerable number of articles about foreign affairs, especially the Zulu War of 1879 and the Afghan War. Other articles provide accounts of Civil War battles and leaders, and of the trial of General William B. Hazen versus David S. Stanley. In addition to the newspapers, Meigs included cutouts of advertisements for various industrial products and services, as well as new inventions.
