Summary:
The central figure is the Goddess of War who hovers over a group of soldiers to whom she distributes munitions. To her proper right a soldier reaches for weapons; beneath her, a drummer boy and standard bearer lead a small procession. A young mother kneels holding an infant. Flanking the relief are two columns supporting an arch. Between each double column are inscribed the names of the officers and the ten regiments organized and equipped by the League. On the cornices are cupids bearing shields dated 1861 and 1865. The tablet rests on a small eagle in flight.
