Film documents a pilot program being conducted in the Florida division of Western Union. This pilot program implemented a new stream-lined single-line management system that extended down through all management levels. The program proved so successful in the Florida division that the Western Union Telegraph Company President implemented this stream-lined management system throughout the entire Western Union Telegraph Company. With the new system, the company reduced its management divisions across the country from 30 to 18 which also resulted in significant management cost reductions.
