East of the River Health Network management team pulled together residents of the East of the River community to contribute to the development of an effective prepaid group health plan for residents living East of the River. Their responsibility included the development of a new health care delivery system in terms of providing comprehensive and personalized health care services 24 hours a day, 7 days a week as needed to all residents who wish to participate in the program. East of the River residents, who participated in the new health care delivery system, prepaid for health care services either directly or indirectly through a third-party arrangement with emphasis on preventive health care.
Members of the East of the River Health Network staff and board, and members of the community review of the physical facilities committee's report for a new healthcare center and the benefits package committee report covering health care plan options for East of the River neighborhoods (wards 7 and 8 of Washington, D.C.). They also introduce themselves. Interviews with East of the River Health Network staff members who explain the mission and role of East of the River Health Network in the community, their individual job responsibilites, and a plan for the East of the River Health Network's first healthcare facility. Rudy Sellers, Executive Director, explains the goals of East of the River Health Network management team and East of the River neighborhood demographics. Dr. Deborah Marcus, the Medical Director, discusses her goals for hiring staff, health care philosophy, development of a medical program, and work with the community.
