Summary:
Congreso Latino was an annual two day meeting sponsored by the Latino Civil Rights Task Force. The Latino Civil Rights Task Force was created 1991 to represent the voice of Latinos and protect their rights in response to the conflict between Washington D.C. law enforcement and the Latino communities.
