Notes:
The Improved, Benevolent Protective Order of Elks of the World (I.B.P.O.E.) was formed in 1898 in Cincinnati, Ohio by B.F. Howard and Arthur J. Riggs, a Pullman porter. They had been denied membership in the all-white Benevolent Protective Order of Elks and they were determined to form an organization that "granted membership to all qualified individuals without regard to race, creed, or ethnicity". Each Elk Lodge is governed by an Exalted Ruler. Past Exalted Rulers are those who have previously held this rank.
Summary:
Group of men and women seated at long dining tables. Most of the men are wearing fezzes on which is embroidered, "Council P.E.R. No 4 Washington, D.C." Ink on negative: caption and "Scurlock Photo". No edge imprint. Pencil retouching on faces.
