Harding was Assistant to the Chairman, Democratic National Congressional Committee from 1946 to 1954. He was Executive Director, Democratic National Congressional Committee from 1954 to 1972, and was also Assistant Sergeant at Arms in the U.S. House of Representatives. In 1972 he was elected Sergeant at Arms. He retired in 1980.
Archival materials relating to Harding's work with the Democratic National Congressional Committee and the United States House of Representatives. The collection includes photographs of politicians and foreign dignitaries, programs, printed materials, scrapbooks, and campaign memorabilia.
