Caption: "Plans for a Washington fund drive to back the work of the National Council for a Permanent FEPC [Fair Employment Practices Commission] are discussed by: from left: Dr. C. Herbert Marshall, chairman of the FEPC sponsoring committee for the District of Columbia; A. Phillip Randolph, co-chairman of the National council and Charles Toney, field worker for the same group. Dr. Marshall, well known local physician, heads the D.C. group in its function of raising funds for the national Council."
