He was appointed by Washington minister to the Netherlands, in 1797. Jointly appointed, also, with Oliver Ellsworth and Patrick Henry, envoy extraordinary and minister plenipotentiary to France; and in connection with Mr. Ellsworth and Mr. Davis (Patrick Henry having declined), he negotiated the treaty with France, in 1800. This engraving was made in France, and presented to the owner's father. [P. 9.]
