An Irishman by birth, was a citizen of Westmoreland County, Pennsylvania; he frequently represented that county in the State Legislature, and was long a prominent member of Congress. He was an influential member of the Convention that framed the State Constitution of 1799. He lived to an advanced age, and died much lamented by all who knew him. [Pp. 19-20.]
