An American author, and a signer of the Declaration of Independence, was born in Philadelphia in 1737. He was appointed on the 16th July, 1779, by the Government, a Judge of the Admiralty Court of the State of Pennsylvania, which post he held for ten years, and then received the appointment of Judge of the United States for the District of Pennsylvania, which office he held until 9th May, 1791, when he died of apoplexy, aged 52 years.
