Member of Congress for the State of Pennsylvania, and President of the same, in 1787. In 1777, he evacuated the Post at Ticonderoga, which in the end proved a fortunate circumstance, as it saved [the] American army, and tended to the capturing of Bourgoyne. [P. 5.]
