Of South Carolina, Member of Congress in 1776, and President of that body. In 1779 was sent as Minister to Holland, and on his way thither captured by the British, committed to the tower prison and confined fourteen months. In 1782, he signed the Treaty of Peace with Great Britain. [P. 14.]
