Was elected President of Congress in 1778; appointed to negotiate a treaty with the king of Spain in 1779; chosen minister for foreign affairs, 1784; appointed Chief Justice of the United States, 1789; sent as an envoy to the court of Great Britain, April 1794; with whom he concluded a treaty of Amity, Commerce and Navigation; and elected Governor of New York in 1795.
