Dows writes in a type-written letter on U.S. Treasury Department letterhead. He informs Gropper that his mural design was selected by the Treasury Department Art Program for the Freeport Post Office, and asks Gropper to confirm his interest in continuing with the project. A handwritten draft of Gropper's response follows, in which Gropper lambastes Dows and the other "fellows in Washington" for "not having offered [him] an outright job."
