Summary:
A standing portrait of William Penn dressed in Quaker attire with an overcoat, knee breeches, square-toed shoes, and a hat. His proper left hand rests at his waist; his proper right hand rests on a scroll top a tree stump; a log rests at his feet. At one time there may have been a bronze axe inserted in the log, but it is now missing. An inscription plaque was once attached to each of the four sides of the bronze base, but all of the plaques are now missing. Through photographs, it has been determined that the text of the front plaque read: ELM TREATY WITH NORTH AMERICAN INDIANS NOV. 1682. The sculpture is installed atop a limestone base that is flanked by limestone benches.
